I need to buy Eurorail tickets for work!

I need to buy Eurorail tickets next week for work with my government charge card, a citi visa, and it is blocked by Verified by Visa ! I don't know what to do! It says to call Citi and everytime I do they say my card is "active" and that there is nothing I can do, that Citi will let me make the pruchases! Please help me! There are only three seats left on the train where my delegation is going to be on. Edward Owens 1-571-276-7766
